Tail lights on 1931

The tail lights on my car only work when the switch is in the high beam position-4 o'clock position. At 5:00 o'clock position I have low beams with no tail lights.

Brake lights work fine.

DO you think I have a problem with the contacts in the wiring mechanism at the bottom of the steering column?( note sure what it is called)

A picture of the wiring contact plate, and the bronze contact spider would help. It sounds like it might be a mismatch, or the spider isn't hitting the taillight contact when in the low position. Maybe some plastic hanging over the contact, or the wiring plate not fully seated flat?

Reproduction wiring assembly? You can see by the picture that the tail light positions are ganged together.

Minervas' lights were all GOOFY, until I got all the wires sorted out properly, as in the diagram that Mike posted.
Reminds me of my first NEW tract house, wired by a DRUNK ELECTRICIAN!
