roller track rivits

The roller tracks on my rear brakes were installed using nuts and bolts by a previous owner. They were originally installed using rivets. Should I reinstall them with rivets or are the nuts and bolts satisfactory?
The rivet are installed by heating them red hot prior to peening how is this done? Heated with the rivet in the hole or otherwise?
I am sure I have a centering problem but don't have a tool yet. It looks like the bottom shoe is worn more than the upper, how should I center them with unequal thickness? New shoes I suppose.

The worse issue I wonder if you are going to have is if he drilled out the rivet hole to mount a ¼" bolt? If so, you are in just as bad of shape unless you have a way to accurately locate the hole. I probably have the print on the Brake Housing plate however I am not sure what they used for a datum.

I just looked at the print. Maybe if you have a DRO on your Mill where you can locate off of the hole, then measure off of the centerline to drill new holes after you have welded up the oversized ones. Hope this helps.
