Remove inner panel

I am trying to remove the inner panel from a rumble trunk of a 30 coupe to repair some rust through on the rumble set riser (see picture). I can get behind all the slotted screws except the six on the top of the panel (see picture). Are d-nuts used behind these six screws? If not how do you reach these nuts? Does another inner piece need to be removed with the inner panel?

Yes, there are "D" nuts across the top.

i just removed a bunch of screws just like these this weekend
i used my torch with a small tip
heated just the head red hot,it took a couple of cycles of hot and cold,and every one came out without any breaking
