use a longer bolt and put a nut on the bottom
I took a short piece of flat stock, measured off the CtoC distance of the two holes, drilled and tapped it for the mounting screws, mixed up some jb weld, applied it to the bar stock and stuck it up under the cowl, put the screws in until the jb weld cured and then I could install the hood and bracket. Might be easier than putting two nuts up under the cowl?
Could you drill from the top and use a nutsert? would it be hidden?

on my '31 i originally thought those were stripped out as well. Then i realized that the doofus who "restored" the car had installed screws with a 10-24 thread and nuts instead of the 12-24 that they actually are. A bit of futzing around and chasing the threads in those captive nuts and voila, works as it should!
