The correct brackets and attaching pieces you are looking for can be viewed on ebay at 220763239513. These brackets mount to the bumper brackets and the long bolts protrude through the splash pan. The dome shaped pieces sit on the pan and support the light.
 
These are like the ones that I removed from my car and tried to describe earlier. They provide a very stable mounting.
 
I don't like that you can't save pictures off of ebay anymore. I did mine and they work great, I see how those clamp AROUND the bumper bracket. I used a piece of angle iron, drilled a hole for the shaft of the light, drilled a hole for a bolt (which I drilled through the bumper bracket) and added a external ground wire. One word of advice, if your going to go my route and drill through the bumper brackets use plenty of cutting fluid and go slow.......the brackets are like spring steel.
