I've never had a car or truck with manual steering that I couldn't turn with the wheels when they're suspended. Rack steering is tough, but still possible. This may be a case of overthinking? One more thing, if it sticks lock to lock, does it also stick say, 1/2 to 1/2? You'll sort it all out now that it's apart. As far as adjustment goes, it doesn't really need to be removed from the car to do so. My PU was wandering and had lots of play. Simple adjustment and all was well...on the truck. There is a bit of movement up n down on the sector so that's going to be addressed as I finish it off. Just sayin...
