39 steering locked - key won't turn lock - help

I've had luck using WD-40 and putting the key in and out several times. That helps loosen stuck pins

ME TOO!! Only difference was I used PB Blaster with the little red straw that really shoots the juice deep into the key hole. That's how I got my door lock to work again after having a $35.00 key cut to the cylinder numbers that would not open the lock initially. In other words I wasted my money getting a new key cut because it turned out to be exactly like the ignition key which I didn't know for sure before having the new key cut. It turned out to be years of dirt that built up inside the cylinder and had the spring loaded pins stuck in place. Now everything works well and I have another ignition/door lock key to add to the four I already had:)

I just cut several keys for a friend using NOS Hurd blanks. They were "heavier" than the blanks available today. With thinner blanks the cuts in the key will be deeper than an original. Worn locks and or worn original keys will have the same effect. When I cut using the new blanks I adjust the cutter slightly to compensate.

I just bought some new key blanks from Carpenter. These have Hurd on them but I am sure they are not original/ NOS parts. Will compare thickness of these to some NOS blanks I have. I made my own key vise to hold a blank key next to an original key so I can cut my own keys using some special jewelers files that I have. I have yet to cut a key by this method that didn't work regardless of whether they were original NOS Hurd blanks or the repros I buy.
