1932 grill shell stainless trim

How tight do you tighten the two threaded rods that come off each leg of the stainless trim on the radiator grill shell? I want to pull trim down tight to the grill shell but don't want to break the threaded rods by over tightening
My trim has a small hole at the center of the horseshoe loop that aligns with the radiator inlet hole of shell. Is there supposed to be a small bolt or screw there? If so, what type bolt or screw should I use?

The fastener at the top is a #6-32 x 1/4" round head, slotted screw which was chrome plated. The nut and lock washer used with it were cadmium plated. The two nuts at the bottom were #10-32, but of unusual size (1/8" x 5/16"). Both the nuts and lock washers used with them were cadmium plated

Hi all; About over tightening, especially emblems, you can use a tiny rubber O ring as a washer. Judges will never see it. Newc
