Zenith Carb Rebuild

Is it a good idea or a bad one to put a little anti-sieze on the secondary well threads before screwing it in. Will it help later in possible future repairs or rebuilds?

Yes, that makes sense. It has been blasted and the threads chased. I looks really dry and I remember how hard the old one was to get out.

It wouldn't do any good as carb Jets, and secondary Well, are Submersed in Gasoline. I use 4 oz of Marvel Mystery Oil to 10 Gallons of Gasoline each fill-up. Maybe the MMO would lube the secondary well as it flows through and around it.

Anti-Seize I only use for bolts and nuts that stay Dry, (if they can), to prevent locking up and rusting.

The oil would strictly be for ease of assembly, a small amount of hylomar may work for a more lasting approach but I have never bothered to test it.
