Making a custom steering wheel for a '40 ford. Is the woodruff key and steering column at 6 o'clock or straight up at 12 o'clock?

turn the shaft all the way to one side until it stops. Now turn completely to the other direction until it stops and count the number of turns it takes. If you divide the number by 2 that will give the amount of turns it takes to get back to the center "straight" position.

Thank...but I don't have the shaft. Is the woodruff key at 6 o'clock or 12 straight up. In other words, when the steering wheel in on the shaft in the car, is the correct position for the steering wheel so the horn button reads correctly. at 6'oclock or 12?

I didn't realize that you didn't have all components. I'm not at home now but I can check tonight for you.
