won't shift from neutral

Just put a 60 flathead in my 28 tudor coupled with a 39 ford transmission. Problem is it won't shift out of neutral. It shifts fine thru gears if car is started in gear.? Can anybody tell me what's wrong?

AI description:

The 1939 Ford transmission is a highly desirable
3-speed manual, often called the "holy grail" for flathead V8 hot rods because it was Ford's first fully synchronized unit, eliminating the need to double-clutch. It features a 3-inch shift fork, a double-detent shifter, and was used in 1939 passenger cars and 1939–1950 light-duty trucks
My suspicion is you're getting hung up on the synchronizers. When in motion they do their job. When stationary they're impediment to shifting.

Much like a "modern" transmission, which the 39 essential is.
