Windshield, Wiper, '28, Special, Coupe?

It should be electric..

Fred is correct, it should be an electric OD-C1 or OD-C2, depending on when your 28 was made. I have a November 28 special coupe and it uses a OD-C2 electric wiper. Also, note that the windshield and wiper shaft placements are unique for 28 style wipers. The 28's have the main shaft on the side verses all the others where the main wiper shaft is in the center of the 3 shafts (holes). Hope this helps.

To the intake manifold, If you have the correct one..

Looking at your second picture there is a plug in the center of your intake manifold. If I am seeing correctly that where the tube to your wiper goes.
