Windshield rubber fill

I have a 26 touring car. There was no rubber around i anywhere. I ordered a rubber kit and the piece that goes between the Upper and lower windshield won't fill the gap. I got to looking and the upper windshield glass didn't come all the way down to the bottom of the frame. Sooo I took the glass out to put a new one in. Should the glass come down even with the frame? Should it be left a little high for room for the filler rubber to fit? Only I know to be sure is to take the stanchions off, mount the lower and upper halves and take the rubber filler strip down to windshield place so they can make it fit.
Which glass does the rubber filler go on, top or bottom?

The upper glass should rest on the retainers on the bottom legs of the upper frame. That should give you a 1/4" gap (measure the cross section of the rubber) and be able to seal the two panes. If I recall, the rubber goes on the top and closes against the bottom. ws
