windshield belt rail (mystery) rivets

Took the tank out some time back. Now that it's down to the frame I'm going back to start a few tasks(such as cleaning the gas tank). Didn't really take note at the time, but the windshield belt rail has four rivets fastening it to the tank. Evenly spaced(one each on the end and one each, two holes either way from the guage). I guess someone may have done it long ago, but I see no benefit. Just curious if anyone has come across this.
On the same subject(sort of), the tank has a portion of the original green w/ apple green pinstriping exposed which, for no other reason than preservation, I would like to save a section(paint strip only). I'm sure it can be done by heating and peeling off(carefully). I've salvaged a swatch of the original seat and top/tool pouch material. Meaningless to anyone except myself, but will make a fun before/after example for the kids to see.

Is the car a '31? I've seen one or two with the belt rail riveted from the factory including the tank welt pinched in place. Bolts were still used in addition. What body type is it?

I can't imagine anyway to do what you suggest with the stripe.

I recently removed the tank from my late '30 Tudor and it had the same four rivets you described. I have good reason (car's history) to believe that this is the first time the tank has been removed
