38 or 9, if the grille is flat 39 if it is wedge 38. Or they may not have correct grille.

38 or 39. In addition to what Frank the Plumber says, on the hood ornament, on the 38 the ornament is pretty much flush against the base while the 39 has a space you can see through. It may be the opposite, but I am sure someone will correct me if I am wrong. I am often wrong, but never in doubt. lol

1939. Note lower, flatter, hood ornament and single rather than double divided grill. Also, no bumper guards and the simpler, slightly narrower and more verticle at the rear hood vents. Here are the official model designation diagrams from the green book:
