what is this fender

i was sold a fender told it would fit a 39 deluxe but its shorter and narrower and has 10 mounting holes

That is not the "cut-out" for a 39 Mercury Taillight? It would help if you posted a side view showing the wheel cut-out. This Fender may be off a non-Ford?

Sure not 39 Mercury based on that one photo. Side view needed. Looks non ford.
