What is it?

My horn has always sounded a little anemic. I pulled the cover off to clean it and oil it. This was inside. The two wires, black and light colored, from the wiring harness go inside and one wire, red, comes out and attached to the horn. I am running 6V positive ground. Could it be that this horn was on a 12V system at one time and this is a regulator for that?

Those bullet connectors do not indicate a 12 volt system, but it could have been an adaptor to make the change.

That looks like heat shrink tubing on the outside. Easy to cut away unless you plan to use it....

It is a horn relay. One advantage of this unit is to reduce the amount of current going thru the horn switch.
