What am I doing wrong.

You can have your lining and shoes fit to your drums. Used to be common place until in the 70's the EPA thought that all of the brake lining out there was made of asbestos, I don't think you can find any today that is, and because the government doesn't know squat, they actually went around and demanded that the owners of the arcing machines surrender their machines to them. I have one and would not consider to do a brake reline job without using it. If you look around you may find someone who will do it, seams to me that at least one Model A Parts outfits actually advertises they will do for $17.50 a shoe. Your drums have to be miked so the machine can be set at the correct radius.
