water pump problems

I installed a new 2 blade fan on a rebuilt water pump on my 28 roadster. its noisy. I took it off and looks like the housing of the aluminum pully is rubbing on the body of the pump. does any one know whats wrong ? I see they list a thrust collar and washer , maybe that's needed ? anyone have any experience with this ? thanks

A couple of things come to mind;

The impeller is attached incorrectly and the portion of the shaft is not long enough.
The shaft is moving into the head due to a worn stop boss in the head. How much play in and out do you have on the shaft? Any more then a couple of thousands and you need the collar.
And last the taper is incorrect, too shallow in the shaft or too wide on the pulley and the fan is too far towards the the engine.
