Victoria bustle access

When accessing the bustle the seat back hits the arm rest leaving only a couple inches clearance. What is the best way to use that space?

you get more room if you loosen or remove back seat cushion

I use the bustle to store spare head gaskets and blankets. The seat back does rub along the arm rests, but not enough to stop the back from opening to the bustle.
