valve guides

i have a 37 60hp engine and am having trouble getting the guides to slide in the the block so i can put the guide retaining clips in place. Carbon? how do you clean this out?

I use a three cornered scraper and do it by hand ,use a light as well so you can see to only remove the carbon,

break hone works good just be quick when honing the valve guide bores, are all if them hard to install or just the intakes? some repro rubber seals are to thick and wont let the guides be installed easily, the edges maybe hanging on the guide bores
