Upper steering column bushing

Hi, I was wondering if you have to replace the whole upper bushing or if there was a place to get that wick like material that’s in the bushing? Thanks
 
The bushing is cotton webbing. It can be held in place with contact cement but they will usually stay in the recess if cut a bit long. I impregnate them with grease during assembly. I replace the old zinc part with the new aluminum ones and they come with the web bushing installed. Being able to remove the bushing is the only way to get the felt anti- rattlers on the spark and throttle control rods.
