building a 221 flathead , i can tune 1 valve on each cylinder going up , can not going down , tool slips out of tappet will not hold from turning, , have not tried different ways ,need help

Are you talking about the adjustable tappet holding tool. They come in a "left hand" and "right hand" configuration. I have never used one.
You can set them up out of the motor. Put the cam in the correct position for that valve. Remove the valve guide retaining clip. Measure the gap while pressing down on the valve. Calculate the difference. Remove the valve and the tappet and adjust!
Even better if you have a dial-gauge and a flat metal surface.
Get the correct lash, refit retaining clip and recheck the clearance.

Probably not an option on this rebuild, but many of us drill a cross hole through the lifter bore, approximately 1/8-3/16 diameter. Best to use a long drill bit and get low in the valley. Then when adjusting the lifters we insert an allen wrench or other suitable holding pin through this hole into the hollow center of the adjustable lifter to keep it from rotating. Only one wrench needed after this easy modification. Many have been frustrared with the little R and L holding tools, but you may need to use them this time. The advice on adjusting them out of the block seems very good too, though I have not tried it. Many ways to skin this cat. Just make sure they hold 60 inch/lbs of torque on the interference fit in the threads. The 'out of block' method would allow a proper application of loc-tite if they are a bit loose. Lots of threads on the barn. A whole day's worth of reading!
