I have metal trunk on our 1928 Phaeton, it is bolted to the rack. We got a new trunk with leather straps with buckles, Do I still bolt this trunk to the rack? A still bolt it to the rack?

Most people do bolt it, even with the straps. It's more secure and more theft proof that way.
