Town sedan car color

I am working on a 1930 Town sedan While sanding in several areas I have run into a blue color. As I sand the colors show from top to bottom this pattern. Gray (hand painted), black, blue, black, then down to metal. There does not appear to be a primer unless it was the black. I have found the blue on the doors, apron under the body at the rear of the car, and on the body, also an area which is the inner fender area. This area didn't even have a black top coat. The info I find does not show the town sedan ever being blue. Any ideas?

However the '30 Standard Fordor colors included Andalusite Blue and Lombard Blue.
 
Not sure about a conversion it does have the center arm rest and stuff in the rear seat any other was to tell? Previous owner had it since 1990and didn't add any of it.
