...to ID this Model A part

Could someone please identify this piece for me? I got it with some other Model A parts I bought at an estate sale but I dont know where this goes. Thanks in advance for any help!

The part appears to be a part that goes over the gas tank, but I have never seen a part like you have pictured. The captive nuts in the middle are not spaced for a model A gas tank - 28/29 or 30/31. You might post this on the model A forum to get more viewing as I suspect a lot of board people don't look at the swap section. I suspect it is not used on a model A.
