I have never had a problem getting a title to a vehicle that has not been registered for 7 years. After 7 years and sometimes sooner it is dropped by the computer.
I got to DMV and ask for an application for title. Fill it out. If they ask why there is no title I tell them it has been sitting on my family land for decades. Bring the vehicle around to the inspector. Once in a great while if the DMV isn't sure what they are looking at the will refer me to the CHP. Still no problem. They verify the number. I pay some money. In a couple weeks the title is in my mailbox.
On an A there is a bit more work as I remove all the hardware, fender and splash apron so the body can be lifted to see the number. Easier on a car you are restoring as you do it before you put the body on.
If your car is not registered by the frame number, and it disappears, and the engine is removed, you don't have a leg to stand on.
If you buy a title to another car and use it for your car what serial number do you report stolen? If the cops do find your car and the numbers don't match the title you are screwed.
Take the time to do it right so it can't possibly bite you in the ***.
When dealing with the DMV remember to Keep It Simple. Don't offer any information unless asked. NEVER TELL THEM A VEHICLE WAS BUILT FROM PARTS. The DMV is not clairvoyant. They only know what you tell them.
