throttle cable holley 94 model 59

when does one use the throttle cable on my 1947 flathead,trying to get flatty started but will not kick .I have fuel, good battery ,good white spark @ new plugs .? I need new wiper vacuum hose ,do I plug this off @ carb,? Thanks
 
Throttle knob is just to raise the idle of the engine.
Plug the vacuum port or you wont have a good idle and it will run lean.
Do you have compression on all cylinders ?
