it looks like they put the emergency brake carrier is on the wrong side. in order to make it work they put the arm on upside down.

Yup, that's it.

Left side service brake and right side emergency brake.....and on the right side it has the right side service brake with the left side emergency brake.

The same thing happened with someone's service brake just a couple months ago.

yes they operate but the brake rod is so low that it interfers with the body.

i call it dumb. Probably a shade tree expert that should have stuck to trees. How hard would it have been to look it up or ask someone that would know? If there is no brain function behind the wrench you end up with stuff like this.

Yes, the emergency brake rod was vibrating against the body right at the inside leading edge of the wheel well. (and the anti rattlers were installed backwards too...about 2 inches from rod bump)

Also, the return spring on the emergency brake lever was pretty much non-functional which led to the lower brake shoe drag and wear out.
