It turned out to be a bad thermostat (stuck open). I replaced both (after testing them both) and all is well. Readings at the heads are within 6 degrees, at the pipes are within 9 degrees and at the thermostats are within 20 degrees. The heater is now warm. Thanks again for your help fordbarners.
