Maybe I just got lucky but I was able to get the valves freed up in two of my flatheads. The 39 Deluxe had a couple of stuck open exhaust valves that I soaked with penetrating fluid through the spark plug holes. Then careful tapping with small hammer and punch eventually got them working. https://youtu.be/xn8q0ygd3k4
