The goal should be zero play when pointed straight ahead. Some play is normal when turning. But also no binding when pointed straight ahead.

Most cars with manual steering before the recirculating ball type steering boxes have roughly 1" of play.

Is the play in the steering gear or the rest of the front end?

With the front wheels off the ground and steering straight ahead, play should be minimal at the pitman arm. The wear would reflect the worm & sector play at that point. As mentioned, anything with the steering wheel off center will have more play the farther it is off center. This corrects for steering dissymmetry during turns. All of the Gemmer designs are made this way.
