I'll offer some clarification here.
The O-Ring/washer is applied while you're bolting in your steering column at the lower end. It "sandwiches" between the steering column foot and the frame. Price runs less than $4. Easily applied to either 7 tooth or 2-tooth columns.
Another seal is sold in which you "bore out" a recess in the column or sector housing to take it. A-3574-SEAL runs around $8. Fairly easy to effect in rebuilding a 2-tooth column, more difficult without a vertical boring mill on the 7 tooth column.
Of course boring a recess in the sector housing/7 tooth column "reduces" a small amount the wear surface of the sector bushings and might lead to earlier than expected "steering wobble." The advantage would be a controlled seal pressure/turning resistance.
The O-ring/washer with uncontrolled seal pressure MIGHT be a cause for binding of the steering sector.
You pays your money you takes your chances.
