Steering box gaskets

I'm doing a complete rebuild of my 2tooth steering box including replacing the sector with the needle bearing and seal one. So, one of the parts I got from Berts was the gaskets set A3581-BS which contained 3 gaskets... the cork seal which goes between the sector and the steering box, the paper gasket which goes on the bottom at the light switch, and a black rubber fllat, round, one inch diameter one with a hole in the middle much like a flat washer except it is rubber. I don't have any idea where it goes. Thanks for the help!

That goes on the bottom end,and the light switch rod runs through it.

You don't need the rubber seal if you have the vendor's extension tube .

I do have the extension tube and I wondered about that location but the diameter of the rubber is a bit sloppy in that bore so I didn't see how it could have sealed anything before the extension tube came along. Thanks.
