Starter issues?

One second full starter rpm to no starter rpm just clicking / static noise when hitting starter button an starter moving engine 1/4 " increments while intermittent starter button pushes. Checked battery at 13.5 V Optimum red fewer than 5000 miles and two years old. Thought it might be solenoid ( have finger starter button to solenoid setup ) so connected power direct to starter and grounded to turn over. No static / clicking just heavy low electric hum and again intermittent ground as switch caused 1/4" at a time in icrimental rotation? Just incase it was battery I did all again with battery charger on start position 100 amp. Same results. Does this sound like starter motor winding issue? Bad starter?

Possibly a jambed starter motor when engaged with ring gear.
Put it in gear and rock it back and forth to release and maybe this is the problem.
Have this happen recently for the first time with a 38 barrel nose.

Will try tomorrow. As with things like this we get paranoid and I did so have taken all the ground straps off and am cleaning connections, pulled out and am replacing the positive terminal wire as it looked a little tired. If the starter gear is jammed in the ring gear shouldn't it still spin the motor? why would the electric motor be stuck?
