spare tire mounting lug

Is the lug thats attached to the frame for the spare tire arm on a 30-31, the same for both sides of the vehicle?

I have a chassis that has this on the right side, appears to have washers under it to match the angle of the frame...
Is this the case or is there actually a right and left side bracket?

I would like to swap this to the other side of the chassis as I am building a pick-up.
If its different, can I still use the "arm" on the other side with the correct bracket?

Yes, all the parts except for the triangular mounting plate interchange left and right. Gar Williams

The washers don't belong there. They obviously were dealing with a fit or bent frame issue.
