Spare Tire Locking Cover

[v8fordman]

Can anyone tell me what this spare tire cover fits? It obviously is for a wide five pattern and it came with a panel delivery that I recently acquired. Any positive identification information would be greatly appreciated.

Ford Panel Truck.............could be 1935, 1936, 1937 or 1938

If it's for a wide-five pattern, how could it be for a '35? And why not a '39?
