Shim or Insulator

Dis-assembling a 1925 Ford engine. When I removed the coil ring from the rear of the block, I found paper washers at two bolt hole locations. These washers were located between the cast iron ring and the block its self. Would these be serving as insulators or shims to tilt the ring for optimum flywheel to mag clearance?

Thanks, Racemo

They also used paper shims. I just dissasembled a 25 engine and it had paper. Read your book carefully on reassembly because proper shimming is very important. My rebuilt mag puts out 15 volt ac at idel and 30 at running speed. Gota love a model T..
