Did a 31 come with the rubber boots over the parking brake handle and the floor shifter? Or were these aftermarket add-on?

After market. But they were a very frequently seen accessory.

A modern era do dah.
In the Model A era, the commonest access. was the pedal pads which do look good & do stop your feet slipping. Next, the spring covers & spare tyre cover was popular.
