Rotor Rubbing On Point Arm

Has anyone experienced the rotor rubbing on the moveable ignition point arm? Somewhere I cannot recall, I saw a photo of a distributor that had a point arm with circular scuff marks made by the rotor.

I remember a thread where someone was complaining that the rotor sat too low, causing it to be misaligned with the distributor body terminals, but I don't remember a problem that severe. In that case I believe it was due to a reproduction shaft being too short? And the problem was resolved by the addition of one or more shims.

If the rotor is rubbing on the points arm- It would have to be the distributor cam that is too short, nothing to do with the shaft.

I found this problem on two New distributors. Both cars ran terrible. I replaced both distributors with a rebuilt units.
