Snyder’s lists a 30-31 Roadster Seat Adjuster Part # A-125-B

“Seat adjuster portion of the package tray used on 1930-31 Roadsters. Your seat wood attaches to the front of this part and the back edge attaches to the A-129-B panel of the package tray. U.S.A.
$94.00 EA”

Does this allow the seat back to be installed for more / less angle?
(I’m guessing it doesn’t, but they didn’t want to call it the “seat back thingie”.)

The distance between the 2 different sets of holes is 1-5/16". That would be about a 2 degree rotational difference in the seat back positions. The rotation would be about the bottom bolts of the seat wood. You should already have this piece on the back of your seat wood.
