Rim washers on 1930 tubes

Another "not dumb if I ask" question:

How tight should rim washer be installed on valve stem, against rim on 19" wheel?

hand tight or torqued down (could distort bridge washer inside?)?

I believe the part he is refering to is the Rim nut on the 1930 stem, some refer to it as the short dust cover. On the 28-29 stems it would be the rim nut bushing. As Don stated, only snug this up. you just need to keep it in place, over tightening could easily strip the finr threads....
