residual magnetism?

I took 1930 coupe's suggestion and carefully took everything apart and found nothing wrong. I then reassembled the unit and put it on my test fixture and it works!!
The cut out pulls in at about 7 volts and the charge rate is adjusted to about 8 amps. Thanks to Tom and others for their suggestions.

I only use my electronic voltage regulator, but if you are using the stock unregulated system, I would set the amps to no more than 2 or 3, unless you do a lot of short drives and starts.

I generally agree with your recommendation on the charge rate. My friend whose generator it is, only takes it for 4-5 mile drives a couple times a month. If he were to drive it greater distances, I'd back off on the rate
