removing dash on a '37

I am in the process of removing the dashboard from my '37. I am stumped about two things that I do not know how to remove. First, I have removed one bolt that attaches the steering column bracket to the bottom of the dash. The other bolt has a strange looking head. Do I need a special tool to remove that bolt?

Secondly, I have not figured out the best way to remove the windshield crank handle from the dash. I am sure someone out there has some info to allow me to get the dashboard out of the car.
Thanks.

Thanks. There appears to be a threaded bolt down under the snap-off head. Do you have to drill out the bolt from the steering column and replace it with a new head. Must have been a clearance problem to not have used a regular bolt.

I think it was an anti-theft precaution, although I'm not sure why.
If you wanted to steal the car you could drill out the retainer and change the ignition barrel.
The thread is 5/16" UNF just like the other.
You can buy them at the Parts Vendors.

you dont need to remove the windshield crank handle to remove the dash....it will pull off the spline on the mechanism as you pull the dash out.
