I've registered almost ALL my cars with the YOM plates and restored a few of them. There are several different ways people do this, base color and brush/roll the letters on or sanding through.
I use the sanding through method. After you blast the plate to metal you, prime, sand, spray letter color (2 coats), sand, spray background color (1 coat), color sand through to letter color and then clear coat.
I've used spray can on the plate for my house and it lasted about 6 months in the sun before fading badly. All my car plates I used good quality automotive paint. (last 2 pictures are before the final color sand and clear coat).

BTW, a few of key years of YOM plates are getting expensive here because California has been re issuing the dead numbers for commercial, motorcycles and even state (ca exempt). So before anyone cuts some up or makes wall hangers check Ebay out first for prices.....just a though. I would do this for other states too, not just California.
The plates on your car a most likely not usable (for YOM in Cal) because all of the plates I've seen with 7 digits and beginning with a 1 are being used for California Exempt vehicles (state cars).
I know this is way more info then the poster asked for
