Reason or just for looks

The publicized reason for base coat/clear coat is to protect the environment or some such reason. My own view is it’s to ensure that modern cars paint deteriorates sufficiently to the point that the car will look like hell within a few years, thereby fulfilling the goal of planned obsolescence.
