rear fender braces

Just noticed that the rear fender braces on my 28 tudor are missing. My question is, do I need access to the inside of the body to bolt the braces in place. Or, are the nuts tacked in place so I can just take the bolts out without having to get to the inside of the body. Might sound like a dumb question, but I like to know before I take the bolts out. As always any help is appreciated.

The upper 2 bolts should have D-nuts in the body. The lower bolt you will have to use a nut. Rod
