The part shown is an aftermarket part of aluminum casting with SIGNOR cast in the bottom. It is designed to move the fuel pump above the manifold and the purpose was to add a longer push rod and supposedly eliminate fuel from vaporizing and causing operating problems. Notice aluminum with fins to help dissipate heat. It is unknown whether or not it works, but it is a conversational part for someone else.
