Can these holes be welded to make the correct size opening? Will the solder melt on the radiator?

I’d think if you MIG welded with a heat sink on the inside it would be ok. Also might consider immediate quench right after welding.
Just IMHO

Fill it with water. If a plug is made to fit the hole, it will take less heat to weld it up.

you shouldnt have a problem. the plug makes good sense.
