Question - Installing Front Shocks - 30 Coupe

I'm installing shocks rebuilt by a professional rebuider about 3 years ago and they've been sitting on the shelf since then. I'm now installing them and according to Les Andrews book "Model A Ford Mechanics Handbook" (Page 1-256) he says that after mounting the shock unit to the frame and the shock arm is installed, move the shock arm up and down by hand to test the up load vs. the down load. My shock arm cannot be moved at all in either direction. Two Questions: 1. Is this statement correct? Can they can be moved by hand force? 2. If they cannot be moved, should I consider these units as unusable or will the much greater force between the axle and frame while driving make them function as they should?

I would first check to see if the are full of the shock fluid and then I would back off the needle valve to see if that will free it up

This may seem like a strange thing to say, but, here goes.. The arm can be attached to the shock when you try to operate it, but, not the link/dogbone.. That said, I've removed frozen shocks before.. Just a reminder, the ' CWs ' go on the RF/LR while the ' ACs ' attach to the LF/RR..
